Kelly Bielefeld's responsibilities as Superintendent of Wichita Public Schools formally began on July 1, 2023. Mr. Bielefeld previously served as the Wichita Public Schools Executive Director of College and Career Readiness, where his work supported secondary schools with Career and Technical Education leadership, college credit expansion, and increasing the number of students earning industry credentials. He was instrumental in helping shape the district’s Future Ready Centers in Advanced Manufacturing and Health Science. These centers provide opportunities for students to gain technical skills so they will be able to enter the workforce after graduation. He received his Bachelor of Science in Secondary Education from Kansas State University, his Masters of Building Leadership from Wichita State University, and his District Level Endorsement from Fort Hays State University.
Mr. Bielefeld and his wife, Angie, are the proud parents of eight children who are WPS students in elementary, middle, and high schools.

Shelly has led the Wichita Foundation as President & CEO since 2012, deepening its community impact through the stewardship of more than $100 million in charitable community assets. She interacts with donors to help them direct their charitable giving and collaborates with staff and Board to spark change.
Shelly grew up on a farm outside of Newton, where she learned the value of community at a young age. She earned a degree in Journalism and Mass Communications from K-State and spent several years moving throughout the mid-West working in marketing and communications. Some stops included The Indianapolis Zoo, the Illinois Board of Regents, and Kansas Wesleyan University in Salina, Youth Entrepreneurs of Kansas and Girl Scouts of Kansas Heartland where she managed the merger of seven Girl Scout councils.
When she’s not working for a better Wichita, Shelly enjoys baking, reading, playing the cello, walking her dog, and going to K-State football games.

Westlink Branch Library

Tracie Partridge is the Manager of the Westlink Branch Library of the Wichita Public Library system. She has a Bachelor’s degree in English Literature from Wichita State University and a Master’s degree in Library Science from Emporia State University. Tracie has worked for the Wichita Public Library system for 24 years. She started as a Clerk at the Westlink Branch in 1998. After a couple of months, she received a full-time position as a Library Assistant in the Central Library Children’s Room where she eventually served as the Children’s Room Manager. Tracie left the Children’s Room when offered the position of Manager of the Westlink Branch Library, her childhood library.
Tracie’s presentation will focus on the Westlink Branch’s upcoming expansion and remodeling project. She will share what’s possible at the branch’s temporary site at Central and Ridge. She will ensure that attendees are aware of the new resources and services that the Library continues to add. Tracie will conclude her presentation by issuing library cards to interested parties. Identification with proof of address is needed.

It is rare for nonprofits to merge, but today’s speaker will share his first-hand experience with the recent merging of a local Kansas nonprofit into a larger Iowa-based nonprofit with overlapping missions.
Delane Butler’s nonprofit merging experience involves El Dorado-based Numana, of which he served as President since 2021, and The Outreach Program based in Union, Iowa. Numana’s mission was to empower people to serve the hungry and they accomplished this by conducting volunteer meal-packaging events in Kansas and across the United States. The Outreach Program also serves the hungry through meal-packaging events in addition to providing safe water, education and medical help to those in need.
During the presentation, Delane will share highlights of his experience with managing Numana’s side of merging into The Outreach Program and its four areas of nonprofit work.
Delane has a passion for consistent branding and has extensive experience in the nonprofit world. Previous to the Numana position, he served as Vice President of Marketing at United Way of the Plains in Wichita for 24 years and Communications Associate at United Way of Central Indiana in Indianapolis. He has served on the boards of the Kansas Chapter of the Public Relations Society of America and the American Advertising Federation of Wichita, and on the elder board at Pathway Church.
He obtained a bachelor’s degree in advertising from Texas Tech University. He is married to Alicia Butler, Wichita Area Director for Safe Families for Children, a Chicago-based nonprofit, and they have five children.
